Portland Bureau of Emergency Management officials announced that Deputy Director Jordan Wiley was named the 2026 Emergency Management Professional of the Year. The Oregon Emergency Management Association presented the award at its annual conference held last month.

Wiley has served as a key coordinator for the city’s response to multiple high-profile incidents since joining the bureau in 2024. His recent operational roles include managing cyber incidents, responding to flooding and landslides, and overseeing regional planning for the FIFA World Cup. He also led coordination efforts during the recent Interstate 5 closure and the Centennial Mills Fire.

The award recognizes individuals who contribute to community preparedness, response, and recovery. Wiley leads efforts to align city bureaus and regional partners to ensure the city is ready for various hazards. His work focuses on maintaining critical services and strengthening resilience through coordinated planning.

Erin McMahon, director of the Oregon Department of Emergency Management, cited Wiley's steady approach during complex planning and active emergencies as central to the selection. She stated that Wiley embodies people, partnerships, and service, and that his leadership has strengthened preparedness for the communities he serves.

Wiley emphasized the necessity of situational awareness and common understanding among decision-makers. He noted that the bureau builds true partnerships that are critical for managing any situation, describing emergency management as a team sport requiring trusted coordination to keep community services operating.

The annual conference brings together emergency management professionals from across the state to share knowledge and celebrate the profession. Wiley’s recognition highlights the specific contributions of local officials in maintaining operational stability during multi-hazard events.
