Portland Public Schools Enrollment Falls to 41,451
Kindergarten numbers drop below 2025 levels as district faces closure proposals and missed growth forecasts.

Portland Public Schools reported that its K-12 enrollment has declined for another year. The district’s October count placed the total student population at 41,451 for the 2026-27 academic year. This figure represents a 2.7 percent decrease from the 42,622 students enrolled in the previous year.
The drop reverses a brief period of optimism from the prior school year. Officials previously cited an unexpected rise in kindergarten enrollment as evidence of returning family trust. That trend did not hold in 2026. Kindergarten rolls fell by more than 100 students, sliding from 2,919 to 2,807. The decline occurred despite predictions from Portland State University’s Population Research Center that the district would see modest growth.
PSU forecasters had projected a medium-growth scenario of 41,921 students for the current year. Their models also anticipated an increase of 50 kindergarteners compared to the previous fall. The actual figures fell short of both estimates, underscoring a gap between projected and realized enrollment.
These numbers arrive as district leaders weigh two proposals to close schools. Scenario A involves closing 14 buildings, while Scenario B targets 11. Declining enrollment is a primary factor in both plans. Board member Stephanie Engelsman expressed concern in September that parents were noticing large class sizes. She noted that the previous year’s kindergarten gain suggested momentum that could be lost if closures proceeded.
Richard Smith, the district’s senior director of data and accountability, addressed the discrepancy between plans and reality in September. He stated that preliminary forecasts were not optimistic. Smith said, “We’re down across the district below what we projected and staffed for.” He added, “That’s a sobering reality that unfortunately the enrollment decline is not stopping.”
Families have questioned the weight placed on projections during the consolidation process. Some parents at schools facing potential closure noted that actual enrollment occasionally exceeded forecasts by a couple dozen students. The district did not respond to a request for comment regarding the latest figures or whether variances between projections and real data will alter the superintendent’s recommendations on school closures.
